Vincent F. Spina, A.S.A., E.A.
President
Harbridge Consulting Group

Vince's responsibilities include managing the Syracuse office's retirement practice, which includes all phases of the actuarial valuation process, plan design and qualification, and general employee benefits consulting. Vince's experience includes:

  • Assisting employers with the transition from a traditional defined benefit to an alternative delivery model, (e.g. cash balance plan or defined contribution plan).
  • Plan terminations, both standard and distress, including submissions to PBGC and IRS.
  • Financial analysis associated with plan improvements, terminations and acquisitions.
  • Assistance with union negotiations.
  • Design and implementation of creative uses for plans with excess assets, (e.g. Cash Balance plans and SERPlusSM)
Immediately prior to being one of the original officers of Harbridge Consulting Group, Vince spent fifteen years with PricewaterhouseCoopers LLP, ten of which were as a partner. Vince also previously worked as Pension Actuary for American General Life Insurance Company of New York, and as an actuarial consultant for Altman, Brown & Everett, Inc.

Vince is Chair of the Empire Housing and Development Corp., is Chair of the Board of Regents at Le Moyne College, is Treasurer of the Upstate Medical University Foundation, is a Board member of the Syracuse ARC Foundation, and is a former Board member of the Syracuse Chapter of the New York Employee Benefits Conference (NYEBC).   He has also been a lecturer for the National Association of Accountants, the NYS Society of Certified Public Accountants, the Syracuse Business Journal, and NYEBC, and has been a guest speaker on WCNY-TV's Financial Fitness.

Vince is a summa cum laude graduate of Le Moyne College with a Bachelor of Arts degree in Mathematics and minor concentrations in English and Philosophy. He is an Associate of the Society of Actuaries, a Member of the American Academy of Actuaries, and an Enrolled Actuary licensed to perform actuarial services under the Employee Retirement Income Security Act of 1974, (ERISA).

Steven P. Chase
Vice President - Health Care Consulting
Harbridge Consulting Group

Steve leads the health benefit consulting practice.  He has broad experience in health and welfare plan design, vendor selection and performance management, funding, administration and compliance and consults with both employers and provider organizations on health benefit issues.  His consulting focus includes:

  • Developing benefit plan designs that support employers’ broader organizational, financial, and human resource strategies
  • Evaluating and benchmarking health plan performance related to provider reimbursement, network participation, and health management initiatives
  • Designing sustainable retiree health plans within the context of evolving regulatory, market, and demographic conditions

Steve has over 20 years of experience in the health benefits field.  Prior to joining Harbridge Consulting Group, LLC, Steve worked for another national benefits consulting firm and for a major health insurance company. Steve has published articles on health and welfare benefit management in national professional journals and in regional business publications. 

Steve is the past President of the Board of the New York Employee Benefits Conference.  He graduated with an A.B., cum laude from Hamilton College and pursued graduate study in business administration and finance at Syracuse University.

Sarah E. Dam, F.S.A., M.A.A.A.
Vice President - Chief Actuary

Sarah is Chief Actuary and Chair of the Actuarial Practice Committee.  Her responsibilities include oversight of the actuarial valuation process and ensuring the quality of the work produced  in support of our clients meets established standards.  In addition, her responsibilities included managing client service relationships, employee benefit consulting in the retirement practice area, and coaching/mentoring actuarial staff.

Sarah has 17 years of experience in the employee benefit consulting field.  Her expertise includes:

  • Design and financial analysis of retirement plans, including the requirements for cash funding and financial statements;
  • Early retirement incentive programs;
  • Plan mergers and acquisitions;
  • Design and financial analysis of non-qualified supplemental executive retirement plans;
  • Actuarial valuations of postretirement healthcare benefits under SFAS No. 106; and
  • Plan curtailments, settlements and terminations.

Sarah is active in many  local non-profit organization events, including those sponsored by the Mental Health Association of Onondaga County and Multiple Sclerosis Resources of CNY.

Sarah is a magna cum laude graduate of Utica College of Syracuse University with a Bachelor of Arts degree in Actuarial Science. She is a Fellow of the Society of Actuaries, a Member of the American Academy of Actuaries and an Enrolled Actuary licensed to perform actuarial services under the Employee Retirement Income Security Act of 1974 (ERISA).

Kenneth M. Prell, CEBS
Vice President - Learning Officer
Harbridge Consulting Group

Ken is responsible for supporting special projects, supporting new business and new retirement plan development initiatives, coordinating staff learning and education, and overseeing regulatory compliance of client plans with respect to documentation and operation.

Ken has more than 20 years of diversified employee benefits consulting experience, specializing in the design and implementation of creative retirement plan solutions for companies of differing sizes and corporate structures employing defined contribution (401(k), profit sharing, ESOP), defined benefit (traditional and cash balance), and non-qualified deferred compensation concepts, or combinations thereof, to enhance program value for business owners and key management personnel.

Ken graduated Magna Cum Laude with a B.S. in Mathematics/Management from LeMoyne College in 1984. He attained the Certified Employee Benefit Specialist (CEBS) designation in January 1995 and is a member of the International Society of Certified Employee Benefit Specialists and the International Foundation of Employee Benefit Plans.

Kevin J. Wade, E.A., M.A.A.A.

Kevin's responsibilities include managing client service relationships, employee benefit consulting in the retirement and healthcare practice areas and coaching/mentoring actuarial staff.

Kevin has nearly 20 years of experience in the employee benefit consulting field.  His expertise includes:

  • Design and financial analysis of retirement plans, including the requirements for cash funding and financial statements;
  • Early retirement incentive programs;
  • Plan mergers and acquisitions;
  • Design and financial analysis of non-qualified supplemental executive retirement plans;
  • Plan curtailments, settlements and terminations; and
  • Employee communications.

Kevin is a volunteer coach for Little League Baseball and participates in the activities of a number of local and national non-profit organization events, including those sponsored by Junior Achievement of Central New York, the American Red Cross, the Mental Health Association, and others.

Kevin graduated summa cum laude from Utica College of Syracuse University with a Bachelor of Arts degrees in Actuarial Science, and is an Enrolled Actuary, licensed to perform actuarial services under the Employee Retirement Income Security Act of 1974 (ERISA).  He has also received the Membership of the American Academy of Actuaries.

Sheila has 22  years of experience in the employee benefit consulting field.  Her expertise includes:

Michael T. Albino, E.A., M.A.A.A.

Michael is an Actuary and Senior Consultant in Harbridge Consulting Group, LLC’s Retirement practice. He began his actuarial career in 1999, where his experience has included the following:

  • Processing and review of actuarial valuations;
  • Preparation of SFAS#87 and SFAS #132 pension expense and year-end disclosure reports;
  • Calculation and review of individual participant’s benefits;
  • Design and implementation of computer programs to determine individual plan benefits;

  • Plan design analysis; and
  • Plan settlements
Michael has worked with numerous large and small clients throughout his tenure with the Corporation.

Jill began her career in 1996 and has several years of combined experience in defined benefit and defined contribution plan administration and actuarial consulting. Her current responsibilities include:

  • Scheduling and monitoring actuarial staff;
  • Processing and review of actuarial valuations;
  • Preparation of SFAS #87, SFAS #132, and SFAS #158 pension expense and year-end disclosure reports;
  • Calculation and review of individual participant’s benefits;
  • Pension plan terminations;
  • Plan settlements and curtailments; and
  • General employee benefit consulting

Jill graduated cum laude with a B.S. degree in Marketing from the State University of New York at Oswego in 1995 and completed her M.B.A. from Binghamton University in 2001. Jill is an Enrolled Actuary licensed to perform actuarial services under the Employee Retirement Income Security Act of 1974 (ERISA), is a Certified Employee Benefits Specialist (CEBS), a member of the International Foundation of Employee Benefit Plans, a member of the American Society of Pension Professionals and Actuaries (ASPPA), and a Member of the American Academy of Actuaries.

Monica J. Cecilia, F.S.A., M.A.A.A.

Monica is an Actuary and Senior Consultant in Harbridge Consulting Group, LLC’s Healthcare practice.  Prior to joining Harbridge, Monica worked for a major health insurance carrier.  During her seven years of experience, Monica has held various positions in the healthcare field. Her experiences include:

  • Health benefit plan pricing, including development of active and retiree-specific rates for budgeting and COBRA administration
  • Consulting with employers in the development of active and retiree health plan designs including actuarial cost projections for alternative plan designs
  • Vendor review and selection for Medical and Prescription Drug plans
  • Actuarial Attestations for retiree prescription drug plans
  • Actuarial valuation of healthcare claims reserves for self-insured plans
  • Actuarial valuations of postretirement medical and other welfare benefit plans under SFAS #106 and GASB #45

Monica graduated with Highest Honor from Rochester Institute of Technology in Rochester, New York with a Bachelor of Science degree in Statistics.  She is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Katherine M. Janowski, CEBS, QPA, QKA
Senior Consultant

Kate is a Senior Consultant in Harbridge Consulting Group’s Retirement and Healthcare practice. Her primary responsibilities include the review of census data for completeness and accuracy prior to the input into the valuation system and use by the actuarial team. Kate reviews all asset reconciliations for proper transaction and asset classifications. She is responsible for training associates on DBVal™, the valuation system, and the financial software Quicken™. Kate also prepares and reviews Form 5500 filings and assists auditors with related questions.

With over 17 years of consulting experience in the retirement and healthcare industry, including 13 years with Harbridge and its predecessors, Kate has worked on clients such as Alpharma, Inc. (Fort Lee), Oswego Hospital (Oswego) and Samaritan Medical Center (Watertown).

Kate is a 1988 cum laude graduate of Ithaca College with a B.S. Degree in Accounting and a minor concentration in Economics. Kate also received her M.B.A. from Syracuse University in 1991. Her primary concentrations were Marketing and Organizational Development. She attained her Certified Employee Benefit Specialist (CEBS) designation at the end of 1996. She is a Member of the American Society of Pension Actuaries and a Fellow Member of the International Society of Certified Employee Benefit Specialists.

Amy E. Kemp, A.S.A., M.A.A.A.

Amy Kemp is a Senior Consultant of Harbridge Consulting Group.  Prior to transferring to Syracuse in 1998, Amy worked in the New York and Dallas offices of PricewaterhouseCoopers LLP.  Over the last 20 years, Amy has worked with a variety of retirement plans, but specializes in consulting for defined benefit programs.

Amy has significant experience in helping employers develop and administer retirement programs.  Her experience includes:

  • Processing and review of actuarial valuations;
  • Preparation of SFAS #87, SFAS #132 and SFAS #158 pension expense and year-end disclosure reports;
  • Preparation of actuarial valuations of postretirement healthcare benefits under SFAS No. 106  and GASB 45;
  • Calculation and review of individual participant’s benefits;
  • Restatement of plan documents and preparation of plan amendments;
  • Design and implementation of computer programs to determine individual plan benefits;
  • Financial analysis of plan improvements;
  • Plan design analysis;
  • Plan mergers; and
  • Plan curtailments, settlements and terminations.

She also has extensive experience in conducting qualified plan and 403(b) operational compliance reviews.  Amy has worked with numerous large and small clients.

Frederick Nelson, A.S.A., E.A.

Fred has over 20 years of experience advising organizations on the funding, financial reporting, governmental reporting and compliance, and administration of their defined benefit pension plans. He has also performed asset/liability modeling, helping plan sponsors to decide upon how to allocate plan assets among various asset classes, taking into account sponsors’ risk tolerances and corporate objectives.

Fred has a Bachelor of Science degree in economics from the University of Delaware. He is an Associate of the Society of Actuaries, Enrolled Actuary, and Member of the American Academy of Actuaries.

Kenneth M. Pliszka

Ken is a Senior Consultant at Harbridge Consulting Group, LLC and leads sales and marketing for the firm.  In addition, he offers consulting expertise on the non-medical product lines to include Dental, Life Insurance and Disability coverage.  Prior to joining Harbridge, Ken worked in large group insurance sales for 20+ years with a major non-medical insurance carrier.  He consults with both employers and provider organizations regarding relevant client issues.

Ken’s experiences include:

  • Underwriting and funding alternative expertise for all non-medical lines; 
  • Dental Network development and strategy, plan design analysis;
  • Intricacies of life insurance to include Basic Employer programs as well GVUL. Post Retirement Life Liability (including Retiree Life Buyouts) and Executive Life programs;
  • Disability Management Programs to include Advice to Pay, STD/LTD, Individual Disability (IDI), Absence Management, Return-to-Work strategies, FMLA, etc.;
  • Successful Implementation and Enrollment strategies; and
  • Voluntary benefits plan design and implementation for Legal plans, Auto & Home and Long Term Care.

Joshua is a Senior Consultant in defined benefit plan administration, postretirement medical plan administration, and actuarial consulting. He began his actuarial career in 1998 with PricewaterhouseCoopers, LLP, where his experience has included the following:

  • Preparation and review of SFAS #87 and SFAS #132 pension expense and year-end disclosure reports,Dental Network development and strategy, plan design analysis;

Sharon is an Actuary and Senior Consultant in Harbridge Consulting Group, LLC’s Healthcare practice. She began her career with Pricewaterhouse Coopers LLP in 2000 and subsequently joined Harbridge in the spring of 2004.

Sharon’s experience includes: 

  • Actuarial valuations of postretirement healthcare benefits under SFAS No. 106, NAIC Statutory Accounting, and GASB 45, including analysis of retiree claim data and development of claim matrices;
  • The development of active and retiree-specific premium equivalent rates for budgeting and COBRA administration;
  • Consulting with employers in the development of health plan designs including actuarial cost projections for alternative plan designs;
  • Actuarial attestations for retiree prescription drug plans; and
  • Actuarial valuation of healthcare claims reserves for both self-insured plans and insurance companies.

Sharon serves as Chief Healthcare Actuary and a member of the Actuarial Practice Committee.  Her responsibilities include oversight of the health care actuarial valuation process, maintaining client service relationships, and managing actuarial and other health and welfare employee benefit consulting projects.

Sharon graduated magna cum laude from The University of Rochester in Rochester, New York with Bachelor of Arts degrees in Mathematics and Statistics, a minor in Economics, and a certificate in Actuarial Studies.  She is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries.

Bill’s current responsibilities include scheduling and monitoring actuarial staff, valuation processing, quality control, including the review of workpapers and reports, calculation and review of individual benefit certifications and general employee benefit consulting.

Over the past 8 years, Bill has developed expertise in the retirement practice area.  His focus has been mainly on the financial analysis of retirement plans including the requirements for cash funding and financial statements.  He has also been involved in plan design analysis and redesign.

Bill is a volunteer coach for youth athletic programs and participates in the activities of a number of local and national non-profit organization events, including those sponsored by the  American Red Cross, the Komen Society of CNY, ARC of Onondaga, the Mental Health Association, and others.

Bill graduated cum laude with a B.S. degree in Mathematics from St. Lawrence University in 1991 and received a M.S. in Mathematics from Syracuse University in 1994. Nicole is an Actuary and Senior Consultant in Harbridge Consulting Group, LLC’s Healthcare and Defined Benefit Retirement practice.  She began her career with Pricewaterhouse Coopers in the spring of 2000 and subsequently joined Harbridge.  During her seven years of experience, Nicole’s consulting experience has included:
